We have been told by conventional scholarship that Puma Punku was built by Aymara Indians, in about 960 BC. However the mainstream historians and scholars also agree that Aymara Indians did not have any writing. But my common sense says to create a structure such as this you need an idea of reading, writing and planning. Also a basic knowledge of Mathematics, Physics and Construction material would be required to accomplish such a feat.
